No no no. They were going to be compulsory for passport renewal, then in the Lords they declared they'd allow people to opt out as long as they were still on the NIR, the Lords accepted this as a valid compromise as the cards wouldn't be compulsory.

So it was more like voluntary from day three. But yeah, this is a climbdown that isn't.

Now, is this the best Johnson could get out of Brown, or is it what he genuinely wants? Only matters if he does become Labour leader before the next GE of course.
